SNV has been working in Vietnam since 1995, and currently has over 60 national and international staff. SNV Vietnam operates from a head office in Hanoi and projects in over 41 provinces in the country, including in the poorest and most remote areas.
In the Mekong Delta of Vietnam, SNV Vietnam is implementing the project “Transforming the Rice Value Chain (TRVC) for Climate Resilient and Sustainable Development (TRVC)” in An Giang, Dong Thap, and Kien Giang provinces. The project aims to use a results-based financing mechanism to incentivize private enterprises in the rice value chain (RVC) to invest in scaling sustainable rice production among smallholder farmers (SHFs) and marketing domestically and internationally in the most rice intensive production provinces over five years (2022 2027). It is built on three core strategic objectives, namely (1) improving climate resilience, (2) optimizing rice value chain linkages, and (3) developing carbon markets. The TRVC project aims to build on the successes of the AgResults Vietnam Emission Reduction Challenges Project (AVERP), which piloted the results-based prize incentive model in the Thai Binh province to attract a diverse pool of private sector actors to implement improved rice farming practices.
JOB DESCRIPTION
SNV Vietnam is seeking a highly qualified national candidate to fill the position of Monitoring and Evaluation (“M&E”) Officer for its programme.
Monitoring and Evaluation (M&E) is crucial for the high-quality implementation of projects and the development and evidencing of our approaches. M&E facilitates data-driven decision-making by showing whether results are coming about as expected, and whether adjustments to project strategies, assumptions, and our approaches are needed. TRVC’s M&E approach is based on a set of quality criteria that support teams to use M&E throughout the project life cycle, from design to closure, to test project strategies, inform potential adjustments and learn what impact the project is having. In practice, M&E means constant analysis, reflection, and improvement of our work – enabling successful tailoring of approaches to local problems and contexts and full transparency for our donors and partners. TRVC already designed a full set of Program logics, MEL and Result Framework for its 5 years implementation.
Under the leadership of the Team Leader; and in collaboration with the Global MEL expert, the MEL Officer will be responsible for the following key MEL activities:

Terms of appointment
01 year contract with the option of extension based on performance and budget availability.
Expected Start Date: ASAP.
Reporting: the position will report to Team Leader with close coordination with the local and global PME advisors and other project team members.
Duty Station: Ha Noi with frequent travel to project sites in the Mekong Delta of Viet Nam.
